No, it doesn't seem to work the other way around - you can't activate on Steam games you own on GOG. It may get more huge in future or it may disappear completely. It seems like the feature is still in testing, as it likely requires certain effort and negotiations with many publishers. From what I remember, most offers are valid for a few weeks. If you were quick enough to catch them and press the button, they are yours forever, otherwise they'll disappear.

If you own any games on Steam from their current list, you can press the button to add them in DRM-free form to your GOG account.
